"While the applicant has indicated a commitment towards the reinstatement of areas disturbed as part of subdivisional works outside of lots, this commitment should be extended to include rehabilitation of all disturbed areas and encompassing private lots. It will be substantially more difficult for Council to require individual landowners to undertake such rehabilitation once lots are sold and lot owners are likely to prefer species of a lower nature rather than vegetation that will assist in screening the development."
